To be clear, no Montreal politician, whether in opposition or in power, has ever been politically suicidal enough to threaten to shut down Montreal’s bagel shops. Despite what you may have read in the comments sections of the Globe and Mail or the New York Times, that did not happen. But it is true the current city administration has promised to do something about businesses that cook over wood or charcoal — bagel bakeries included, but also pizzerias and grilled chicken joints — because the vast majority of them are polluting above limits specified in the city’s air-quality bylaw. A study published last July indicated 95 per cent of wood- and charcoal-burning businesses in Montreal are breaking the bylaw. Please try again And it is true neighbours of said bagel shops, pizzerias and grill houses, which happen to be clustered in some of the most densely populated neighbourhoods in Canada, have been begging the city for more than a decade to do something about the smoke. The number of complaints the city receives about smoke pollution coming from wood- or charcoal-burning establishments has been steadily rising. Public health experts have clearly warned the city these businesses are significant contributors to fine particulate air pollution, which causes an estimated 900 premature deaths a year on the island of Montreal, causes asthma attacks and bronchitis in thousands of children, and makes people who suffer from respiratory illnesses even sicker. There are about 70 wood- or charcoal-burning businesses on the island of Montreal and they emit an estimated 60 tonnes of fine particulate pollution into the air each year. That may seem minor compared to emissions from vehicles, which produce more than 800 tonnes, but the smoke these businesses emit is intense in the neighbourhoods they operate in, and it is causing health problems. A study by McGill University Health Centre research associate Dany Doiron, published last summer in the European Respiratory Journal, found exposure to even relatively low levels of fine particulate pollution causes significant reduction in lung function. But nobody is suggesting this is an easy problem to solve for an administration that wants to be re-elected in a couple of years. First, Montrealers and tourists from all over the world go crazy for Montreal bagels, so any suggestion cooking methods may have to change causes knee-jerk negative reactions. This despite the fact the owners of Montreal’s most iconic bagel shops, St-Viateur and Fairmount, have both said in the past that nothing would change about the taste or texture of their bagels if they were cooked in gas-fuelled ovens. They both would like to keep the marketing advantage of being able to say they are cooking their bagels the way they’ve always been cooked. In the fall of 2018, Jean-François Parenteau, a member of the city’s executive committee, told the Montreal Gazette the Plante administration would move to curb fine particulate pollution from these businesses during its current mandate. He expressed skepticism that filtration systems could bring wood-fire emissions into line, since they had proven inadequate to date. He suggested the solution might lie in getting all wood-burning businesses to convert to natural gas or electric ovens. Parenteau said he would meet with all the business owners in early 2019 to discuss solutions and timelines. But by July, that meeting had not happened. The administration then promised to unveil details of a new bylaw by the end of the summer. No details have been released to date. After a couple of unfavourable pieces in newspapers like the Globe and Mail and the New York Times suggesting bagels must always and forever be cooked over a wood fire to be authentic, the administration seems to have backed away from the idea of banning wood-fired ovens. Instead, the city now says it is still working on a new bylaw that would allow these enterprises to continue to cook over wood, but only if they install devices to reduce fine particles in their emissions, city spokesperson Gonzalo Nunez confirmed. No one from the administration has said when such a bylaw will be in place, nor how it will be enforced. Parenteau was not made available for a long-requested interview on the subject, but a spokesperson for the mayor and executive committee made it clear the administration is moving slowly and carefully on the bagel issue, with no deadline for action in sight. This advertisement has not loaded yet, but your article continues below. “Our administration has demonstrated that it is serious about fighting polluting emissions, and in the case of wood-burning, we want to take the time to do things properly,” said Geneviève Jutras, in a written response to questions from the Montreal Gazette. “Since bagel-making is a key industry that is emblematic of Montreal, we will work with the principal partners in the domain,” she said. “Discussions have started and are underway. Our intention is still to put in place a bylaw as explained last summer, and as we said in July, in concert with the restaurants.” The city’s most famous bagel-makers have already installed filtration devices, which according to some tests, are working. Emissions tests done by city inspectors at Fairmount Bagel in July 2017 showed emission levels were below the city’s limit. And tests done in May 2018 at one of St-Viateur Bagel’s eight locations — 158 St-Viateur St. W. — also showed emissions there were in compliance. But filtration devices require regular maintenance to function properly, and so there is skepticism about whether the city’s dozen or so environmental inspectors will be able to police them. St-Viateur already uses a hybrid gas- and wood-fired oven at its Dollard-des-Ormeaux location, and customers have been satisfied with the results. Charcoal grill joints in the Plateau are also feeling the pressure to convert. Neil Lopes, owner of Rotisserie Portugalia, a popular grilled chicken restaurant on Rachel St., has finally settled a 10-year legal battle with the city over chimney emissions. At one point, Lopes was facing a $60,000 fine. According to a city spokesperson, that lawsuit was settled out of court on Nov. 18. The business pleaded guilty to not granting city inspectors access to the roof for testing purposes and must pay a fine of $15,000. The restaurant owner must also “put in place certain actions to, among other things, reduce nuisance issues between now and the summer of 2020,” said city spokesperson Nunez. Lopes did not wish to comment on that court case, but he said he is now considering converting to a gas-powered grill, partly because he is “fed up” with fighting with the city. It is also costing him $400 each time he changes the filter on his emission-filtration system — for which he paid $40,000 a few years ago — and those filters are supposed to be replaced weekly. Photo by John Mahoney /Montreal Gazette He worries his Portuguese chicken may not be quite as delicious if it’s not grilled over coals, but other menu items like pork and ribs would be fine on a gas grill, he said. “It’s not the same as charcoal, but at the same time even if I were to lose 20 to 30 per cent of my clientele because now it’s not charcoal, I’m also going to save a hell of a lot of money on filters and charcoal,” said Lopes, adding he hasn’t decided whether he will convert to gas or switch to a different filtration system that doesn’t require frequent and expensive filter changes. Grilled chicken restaurants that cook over charcoal seem to be less of a problem, from an air pollution perspective, than the many bagel bakeries, restaurants and pizzerias that use wood-fired ovens without filtration devices. “The emissions data that the city has gathered indicate that the particle limits are exceeded without a purification system,” said city spokesperson Nunez. “For the charcoal cooking sector, one or more nuisance bylaws are in development for the 19 boroughs of the city.” The owner of Rotisserie Portugalia said he hopes the city’s new rules will be applied equally across the city. The smokestack is right in the sight line of people walking, cycling or driving west on Rachel St. toward Mount Royal, he said, so it attracts complaints. Meanwhile, he says, his competitors in other parts of the city, many of whom are doing less to filter particles than he is, are left alone. Two or three days of the summer the wind brings it down low, and people look at the pretty mountain and they see the chimney and boom,” they make a complaint, he said.
